First Steps When a Parcel Says Delivered but Has Not Arrived
It is upsetting to get a “delivered” message when nothing has come. Try these steps in the first few hours:
Proof to Collect Before You Complain
A complaint is much stronger with proof. Keep these together:
Your receipt, airway bill or a screenshot of the booking, showing the tracking number and the date.
An invoice, receipt or payment record that shows what the item was worth.
If the parcel was opened or crushed, take photos of the outside, the tape, the label and the damaged item before you throw anything away.
Write down when you called, who you spoke to, your complaint numbers and any emails.
Where to Complain: Courier Contacts
Start with the courier. Ask how long you have to make a claim, because each courier sets its own deadline and rules.
TCS
Call TCS on 111-123-456 or message its WhatsApp on +92 21 111 123 456. Ask for a complaint number and the deadline for a claim.
Leopards Courier
Call Leopards on 021-111-300-786 or email customerservice@leopardscourier.com. Ask what proof it needs for a claim.
Pakistan Post
Call 111-111-117 (or 051-111-111-117 from a mobile), or email customercare@pakpost.gov.pk. You can also ask at your local post office.
If the Courier Does Not Help
If your complaint is not sorted out, you may be able to take it to a consumer court in your province. These courts deal with complaints about goods and services.
Consumer courts usually expect you to write to the company first and give it time to fix the problem. Explain what happened, add your booking details and proof, and keep a copy. Send it by a method that gives you proof it arrived, such as registered post. Check the rules for your province, or ask a lawyer, for the exact notice period.
Taking a Complaint to a Consumer Court
If the courier still does not respond or offers too little, you can think about a consumer court claim in your district. Rules, fees and time limits depend on your province.
• Keep everything: Your receipt, proof of the item’s value, photos and complaint numbers.
• Get advice: A lawyer or a consumer rights group can tell you if your case is worth taking further.
Pakistan Post Complaints and the Federal Ombudsman
Pakistan Post is a government service. If a complaint about lost post or long delays is not sorted out, you can take it to the Federal Ombudsman (Wafaqi Mohtasib), which looks into complaints about federal government bodies.
You can make a complaint through its website, mohtasib.gov.pk.
